On/Off code Forward

does anyone know why if I've activated a On code and Off code for the forward feature the phone send to PBX only the Off code when I deactive the forward feature but don't send tha On code when I active it?
Where I wrong?

I'm working with a T26P Firmware version 6.70.0.140
